The number of corrupt lawyers was "as high as 200 or even more"

    'Corrupt lawyers' claim undermines profession:

Dame Margaret Bazley in her report on Legal Aid said that she had been "told that up to 80 per cent of the lawyers practising in the Manukau District Court could be gaming the legal aid system".

She later said that the number of corrupt lawyers was "as high as 200 or even more".

However, Dame Margaret went on to say that criminal action should not be taken against these lawyers as it would be "fought every step of the way".

This is an astounding and deeply concerning statement. Lawyers are not above the law...
It's seems that all references to Bazley's original words as to not taking criminal action have been erased from the Internet, except of the above article. Does anyone know what she said, exactly, and where? Here is her "Final Report and Recommendations" - it matches all but a few, most interesting, newspaper quotes.

I can just picture the discussion around that point ..... "Um, about 200 Lawyers might be gaming the Legal Aid system at the Manukau Court. What should we do about it ?"
"Let's put it in the 'too hard basket' and come back to it uuum, never ...."
